It is of course too early to establish an overall financial plan. The MS STUBNITZ is an extremely flexible structure, thus this plan will find an exact configuration once all of partnerships have been established. The core of this operations financing plan is that it represents an opportunity: a “qualitative transition” for the MS STUBNITZ, from it’s northern European underground structure to a more institutional Euro Mediterranean Cultural Center.

Key issues are:
MS STUBNITZ is a unique, flexible, efficient and self sustaining venue (1).
The project seeks to work across borders: the fact that the Mediterranean Sea connects numerous countries and a diversity of cultures, is key to us making this transition (2).
The sustainability of the project will result from the the cooperation of protagonists: by those who participate in it’s activities, through the model of decentralized collaboration, sponsorship as well as event revenue generation (3)

231 Stubnitz actual economic model:
The MS STUBNITZ has been almost completely (85%) self financed for the past 20 years. It’s annual turnover has, over the past 2 years, been approximately700 000 Euros. The daily costs of the MS STUBNITZ in the Baltic Sea are approximately:
2500 Euros / Day at quay
7500 Euros / Day at sea

To those costs, one has to add the entry/exit and mooring costs, which are usually neutralized through an ad-hoc agreement with relevant authorities.

Those costs are « all inclusive », i.e.:
2500 Euros / Day at quay Structure costs (maintenance, spare parts, licences...)
Personal costs
Operation costs (event production on two platforms).
7500 Euros / Day at sea

To the previous ones, have to be added:
Marine crew costs, Gas ..

2311 Note1: Efficiency of the model: Strength and limits.
The costs are modest in comparison to what the Stubnitz has accomplished over the past two years (trips to Hamburg, Copenhagen and Amsterdam) as well as compared to the operating costs of a
comparatively sized ship.

Stubnitz manages to minimise it’s expenses: it utilises the work of volunteers, it has a Do It Yourself culture, it adapts to the economy of the host country / port etc. This model has some limits in so far
as, for example, it is difficult to maintain a permanent crew..

A central idea of the SIM is to enhance the visibility of Stubnitz and it’s work and to structure a project that will enhance it’s long term sustainability.

This schedule is also quite ideal with regards to the ENPI call for proposals to be released by the end of this year with a final decision probable in October 2012.

"The multilateral cross-border cooperation "Mediterranean Sea Basin Programme" is part of the new European Neighbourhood Policy (ENP) and of its financing instrument (European Neighbourhood and Partnership Instrument - ENPI) for the 2007-2013 period: it aims at reinforcing cooperation between the European Union (EU) and partner countries regions placed along the shores of the Mediterranean Sea. "

It aims at 4 priorities, the fourth being the following: "Promotion of cultural dialogue and local governance, supporting the exchange, training and professional development of young people and all forms of dialogue among the communities as well as improving the governance process at local level.

It is composed of the following measures:"

Basic info:
The program is led by the Region of Sardinia A call for proposals is to be issued by October this year for all 4 priorities.

Principle: Classical cross border cooperation project (i.e.: Principle of a partnership between bodies
from the north and the south of the Mediterranean Sea)
Schedule: Deadline for the proposals: Probably 90 to 120 days after release of the call. Decision
process: around 6 months. Probable delays.
Amount: Up to 1.8M Euros, covering up to 90% of the Eligible costs
Eligible costs: Extended.
Eligible partners: Almost every kind of body (public, private, Institutional, Civil Society etc...)
And provided the partnerships are confirmed and the project a little developed, the SIM project fits 100% with the requirements of this call.

233 Complementary sources of finances / sustainability of the project:
The following issues will complement our budget and insure the long term sustainability of the project.

2331 Bar and ticketing:
The bar and ticketing income has for the past 20 years been almost the sole source of funding for the MS STUBNITZ, This is despite the fact that Stubnitz has always sold tickets at a reasonable price and
has traditionally programmed art and music that is challenging and is not always commercial in nature Stubnitz has managed to maintain a subtle and functional balance between hosting « semi commercial
» events and more challenging art. This balance has contributed to the fact that Stubnitz has been fully functional for the best part of 20 years.

The turnover of a « semi-commercial » event aboard the MS STUBNITZ is around 10 000 Euros (an average of 10 Euros per guest for an audience of 1000 people).

We could do this in both the north and the south shores of the Mediterranean Sea. Even it if is (historically) possible (depending the port and the mooring position) to survive economically by hosting larger numbers of commercial events, this will not work in all ports, and it is best to limit the number of commercial activities and the economical pressures this creates as much as possible. The quantity of commercial activities does provide some (needed) flexibility.

2332 Decentralized cooperation
Given the nature of our integrated management strategy, financing through decentralized collaboration is the favoured model

Two examples of relevant initiatives:
=>The municipality of Hamburg has an agreement with Marseille and has been looking for years for an occasion to identify and highlight the similarities between their ports: Major Port of Northern Europe, major port of the Mediterranean.

A partnership is developing between the MS STUBNITZ and the festival Elbjazz in Hamburg. A collaboration with the MUCEM or Marseille-Provence 2013 could be an opportunity for the festival to expand into the Mediterranean, which would probably be financed by Hamburg.

=>The Region Nord Pas de Calais has launched an ambitious program of cultural collaboration in three areas: Latin America, Northern Europe and the MEDA region focussing specifically on Ismalia.

An opportunity to expand into the Mediterranean region region would fit perfectly within the project proposal for SIM and could be another potential source of financial generation.

2333 Sponsoring:
Once this « qualitative transition » is accomplished, the recognition and the visibility that the MS STUBNITZ will acquire will considerably facilitate its access to other sources of funding through sponsorship, offsetting costs of for example: plane tickets, audio-video equipment etc...

We are engaged in discussions with two major shipping companies, in the hope that we may be able to attract administrative and technical support from them, thereby significantly reducing the projects costs.
